What he needs is the "Line Item Veto," which has never been able to pass Congress, even though mostly Republican presidents have tried to get it. For those who don't know what this means, it basically is a provision whereby the President could veto parts of a bill yet keep the rest in tact. With the current House the way it is (so looking forward to 2014 when they can throw the rest of the T-Bags out), he really needs something like this.

Correction: Apparently some years ago (Reagans term) a line item veto was passed by Congress, only to be tossed by the SCOTUS as unconstitutional.
